Exposure Can Be Indirect
Crypto exposure may sit inside conventional instruments rather than appear as a direct holding of bitcoin or another token. A bank or investment firm may have exposure through an exchange-traded fund, a mutual fund, a derivative, an equity in a crypto-related company or a corporate bond. Funds can also hold crypto assets without making that exposure obvious from their stated investment objective.
Bloomberg said its analytics identified approximately 1,700 funds with potential relevance under the Basel framework. Roughly half were funds in which crypto exposure was not explicitly part of the stated investment strategy. The company did not define “potential relevance” in the announcement or provide a breakdown by asset class, jurisdiction or exposure size. The statistic highlights the need for look-through data, but should not be read as a count of funds that necessarily breach a regulatory limit.
Bloomberg’s service uses data across asset classes to surface possible exposure and assign a classification aligned with the framework. Its stated coverage includes 110 spot tickers and currency pairs, 950 listed futures contracts, 320,000 listed options contracts, 670 index tickers, 600 company tickers, 280 government and corporate bonds and 125,000 fund tickers.
Four Basel Categories
Under the Basel standard, Group 1a covers tokenised traditional assets that meet the required conditions. Group 1b includes crypto assets with effective stabilisation mechanisms that satisfy the framework. Group 2 assets do not meet the Group 1 conditions. Group 2a assets meet additional hedging recognition criteria, while Group 2b covers other Group 2 exposures.
Classification is not simply a label based on an asset’s marketing description. The standard requires ongoing assessment against conditions covering legal rights, settlement, technology and risk management. A tokenised bond may qualify for Group 1a only if it meets relevant requirements. A stablecoin does not automatically qualify for the less conservative treatment associated with Group 1b. The category can affect how a bank calculates risk-weighted assets and applies exposure limits.
The Basel Committee’s standards are implemented through national rules and supervisory processes. Timing and local details can differ by jurisdiction. Bloomberg’s announcement refers to regulators beginning implementation, but its data product does not substitute for local legal analysis or a bank’s internal control framework.
Data Governance and Explainability
Bloomberg says classifications are produced through a rules-based process using reference data, securities coverage, fund holdings and company financial disclosures. The company said it reviews classifications regularly and provides explainability fields so clients can validate and challenge results in their own governance processes.
Explainability is important because a classification can affect capital treatment and regulatory disclosures. Banks need to know why an exposure was assigned to a category, which data supported the decision and whether the information is current. Data gaps, stale fund holdings or changes in the legal structure of a token can affect the result. Firms may also need to document how they treated unresolved or ambiguous cases.
Steven Davis, Morgan Stanley’s Global Head of Equity and Listed Derivative Product Reference Data, said the service helps the bank identify exposures through look-through analysis and classify them under the BCBS framework. His endorsement describes one customer’s use case. Bloomberg did not provide independent validation of the analytics or describe its error rates.
From Identification to Regulatory Reporting
Bloomberg’s product is available through Data License, with delivery options including SFTP, REST API or cloud environments. It can also be used on Bloomberg Terminal worksheets. These delivery routes are intended to support both enterprise data processes and user-level analysis. The firm says the expansion is designed to reduce the need for institutions to combine separate datasets manually.
Risk and compliance teams still need to connect the data to their own positions, legal entities and reporting systems. Basel reporting requires institutions to measure exposures under detailed definitions and apply applicable capital rules. A vendor classification can make the process more scalable, but it does not determine a bank’s final regulatory position.
Bloomberg’s Zane Van Dusen said firms have often relied on manually maintained watchlists and spreadsheets to identify crypto risk, an approach that becomes harder as exposure is embedded in more instruments. The product’s value will depend on data coverage, update frequency, the quality of fund look-through and how well its outputs integrate with internal risk systems.
Part of a Broader Digital Asset Push
The update fits Bloomberg’s broader digital asset roadmap. The company has recently announced a pathway for some data license offerings to be accessed on-chain through Kaiko’s infrastructure and launched a stablecoin dashboard on its terminal using data from Allium. These initiatives address different parts of institutional digital asset activity, from market monitoring to data distribution and prudential classification.
For banks, the underlying challenge is not limited to whether they can trade crypto directly. Indirect exposures can arise through clients, funds, counterparties and corporate issuers. As tokenisation expands, firms may need to monitor traditional assets represented on distributed ledgers as well as crypto-native instruments.
Bloomberg’s enhanced analytics give institutions a tool for finding and organising potential exposure. Adoption and regulatory usefulness will depend on transparent methodology, timely data and a clear division between vendor analysis and the bank’s own compliance responsibilities. The service helps address a data problem, while the final interpretation and reporting remain with each regulated institution.
